Which i think is 2nd gear on a horse followed by bugs bunnies catchphrase. but need it explaining, if anyone can assist

7 Is Servant's, not servants, so can be singular. (The farewell is Latin)

It has been suggested elsewhere that 15 only makes sense if the clue has omitted "in the/an [old] city" (or somesuch) at the end.
