Under Orders is the title of a novel by Dick Francis.

The title is a reference to the time shortly before the start of the race, when the horses and jockeys must obey the orders of the starter.

Sorry - in my confusion I forgot to thank bobs mum and paul for their votes.

Who am I to question Dick Francis? - but I think the correct expression is "Under starter's orders".

Perhaps I should have added that when I was a student (in the 70s) I worked in a bookies in the summer vacations. The significance (in out shop, at least) was that when the horses became "under starter's orders", no more bets on the race were accepted.

No doubt this has all changed in the age of phone apps etc.!
