Almost complete now.

I think I’ve got 17d but can’t parse the first half.

Which leaves only 4, 24. I’ve thoroughly googled but kind find a Latin phrase that fits. I have C-N-M for the second word. Is that right?

Yeah that is right letters for second word.

It's in a big list of Latin phrases in wikipedia.

It's written on a mosaic in Pompeii!

Hi Feebee,

17d - 7 letter "Singh or Patel, for example" (but it could also be Smith or Jones) around single letter "India" - definition is "country"

4,24 - 6 letter "danger" + 3 letter "initially vicious, aggressive, chihuahua" all reversed/turned up - definition is a Latin term meaning "danger" (danger does double duty making this a type of &Lit clue) - First word means "beware"

First half of 17D is just NATO phonetic alphabet. And that's inside a word of which Singh or Patel is an example of.
