Thank you Malone (as always) My 17a is very wrong, back to the drawing board.

For 17 you need a four-letter word for mound, hill + four-letter river used frequently in crosswords. The resulting answer is defined by the last two words in the clue.

I was put off by another possible red herring in the NE quadrant. Was it deliberate or coincidental?

Cloverjo, I had to dig out my scrappy copy to see what you meant. I think the red herring was just coincidence.
