A bit at sea in this one. Can someone help me with the answers to 32a Director who made Isadora right size in new format (5) R???? and 30a county leader replaced by second level liberality (6) B??NH?
Also are the library answers single words?

I had the 'h' from 31d A number of layers - that could be plenty (3-3) ?EN-PE? and put in hen-pen. Must be going wrong somewhere!
