A minor point - you missed out a ? in 17d. - it's ???D????.
Answer is a synonym of "daft", but stronger, often followed by "acts" or "violence.
If you're more phlegmatic, you don't care as much, or you ...d ....

Still can't see why 7D is eels although of course it fits. Got to do with 'slee' Scots for 'sly'?

3ac. For/in favour of (3)+ "hempy" is an old Scottish word for a chancer; could also be a badly-behaved elephant!
