Times 25,203 - 13 dn: Watches without alertness, perhaps, but does OK(4,7).

Answer would seem to be Nods Through. Is this correct? If not, what is it? If it is, how is it explained?

21d There was a US president called Hayes. Should puzzles be this difficult?! I only joined the forum today and would have made little progress without it.
