Psmith, an immaculately dressed, monocle-sporting young man. His name is Rupert Psmith in his early appearances, but is changed to Ronald Psmith.

I am having trouble with 11a: Wodehouse character abused this MP. I have guessed 'Isaiah', but can't see why except that Isaiah was oft quoted by PG Wodehouse, and Isaiiiah Wodehouse was an MP in the 17th century!
Some of the clues in this puzzle are very slick and bring a smile when the penny drops; others are eye-wateringly obscure!
