Yes that's what I meant. A 'leat' or race is a channel bringing water to a millwheel. Hence steel(backwards) which is nerve, with 'a' (one)in it gives 'Leeats'. I think that makes sense.
I'm still a bit hazy about the parsing of 8dn. My races are peoples who inhabit one of the Baltic states, but I see now where the water wheel thing fits in. That looks better, but either way, it's the "one's shown in" bit of the clue that I still can't really see.
