I`ve finished this, but can`t work out the reasoning behind the answers to 23 across and 17 down. I`m pretty sure I`ve got them right. Can anyone enlighten me, please ?

re 23a a certain type of wheel would be "full of air " At least that is how I read it. I still haven't finished, so well done to you !

Robert - it is a city, not, as it looks, an island. A city with a big arch if you know the US !
