It's an italicised clue, which might not fit its space and might need altered first.

Greedykite - have you sorted out 28 Down and 36 Across? My answer for 28 isn't 'resigns'.

This is a very tricky one and I'm missing the logic of the italicised clues.
I can see that some solutions take a 'right angled' turn but cannot see these-
How 16a fits with 11d ?

Similarly how 7d fits with 14a

It may be I've got it all wrong in my head!

find the pairs (each pair cross at right angles) and interchange their endings.

16a 11d
16a clue gives PREWARNS
11d clue gives FORESIDES interchange their endings and enter in the grid @16a PRESIDE and @ 11d FOREWARNS

7d clue gives airman
14a doorway
interchange ... 7d airway 14a doorman
