I have Harold Hill for DIY musical just wanted confirmation. I only need 100 but it is not Woodrow as he is the answer to the 14 points

The question is, HIS TROPHY IS CONTESTED IN KENT EVERY APRIL 7,6 , I also think it could be from a poem or song or book because i have been googling for ages on this one.
