Almost finished. For 3d: Boyfriend verve, hot in a couple of parties (7) I have DOBHASH. Dash works for verve, but is hob boyfriend? That would make 10a: Doctor after operation returned trim, humorless (4) PO_O, and I just don't get it. For 16a: Hints given about short time, mocks jobs (7) I have THRANGS. It could of course be thrings or throngs, but then 3d would be wrong; at any rate I don't get the clue. Ditto for 13d: Choice of quarters displaying wines of Cers (4). I have WORN for "displaying signs of wear" but don't get the choice of quarters thing.

For 16a I realize that the Spoonerism is jocks mobs. I assume that makes it Scottish (thrangs), but don't see the rest.

16a The spoonerism is mocks jobs which turns into Jocks (Scottish) mobs,which are Thrangs. The rest of the clue confirms.
13d W(est)OR N(orth) - choice of quarters
Think Beau for the boyfriend one.
