Hi Terry - I submitted WINDSURFER believing it to be the best option of the two. However, I then thought that WINDSURFED was probably the correct answer - and I still think so.

If you read the clue taking the subject as "Windsurfer" it makes perfect sense; viz, windsurfer making progress on board takes a blow.

Yes, it is likely to be 'windsurfer', though the clue is a bad one. 'Making' needs an antecedent that is not there. It works if you begin the clue with 'Person making progress ...' or 'One making progress...'

I think it's windsurfer. It's a bad clue in the same way that newspaper headlines such as 'Taking top spot in beauty contest' and 'Offended by bad smell' are bad headlines, as any half-way decent sub-editor knows. They beg the question 'who?'
