Hi, can't parse 4 down...Not an item of underwear for Balls to adorn (9).

I have O_E_D_E_S and can only think of Overdress (as indeed can the Quick Solve feature on this website). An overdress could be "not an item of underwear" I suppose, and "to overdress" could be "to adorn", but "Balls" in Eyeland is usually an anagrind, or "Ed", or more than one letter O or a word meaning "rubbish". Please put me out of my misery - what am I missing?

Balls can also mean OVER as in cricket, and DRESS is to adorn. At least that's how I've read it. I initially had it in as overcoats until I realised a crossing was wrong.

Struggling on last one - 7D, I have S_E_G_ "It Conveys an expression of disappointment about gutless Labourite"

Sledge would fit but can't parse, I am presuming gutless Labourite gives LE, but can't get the rest. Any help appreciated.

I think “pop” is a report as in a loud noise, then “u” for university plus “list”, thus “populist” to describe Le Pen.
