Chambers defines it as:
Expressing asseveration (obsolete)
Expressing surprise (dialect)

I do not know what asseveration is.

The OED has citations for that usage that run from 1598 to 2007. It's defined there as:

Expressing surprise, emphasis, dismay, etc.; (in early use) expressing emphatic confirmation of a statement. Sometimes with I, me, you, etc. (cf. la you at la int. a).
