1d Bum ref is wrong about Hearts- his specs are
dodgy! (12 - 2words) ??T??M?E??E?

It looks like an anagram. I hope my letters are correct.

It's a partial anagram. The first word of the answer is a politer version of the first word of the clue. And I think your first 'e' should be an 'i'.

I may be totally wrong, but 'leaders' (first letters) are what you are looking for, and I think the p is wrong. (Though I would be interested to know what you have for 3 down that put the 'p' there). The whole answer to 14 is change in the sense of what you have in your pocket.

Finished this, but curious about three of the clues.
2d: Gaudy bird heading off for mountain region to the north (4)
4d: Theatre award for old Gaby Smart(4)
5d: Cold tailless chicken Jock's fried well? (6)
Have all the answers, but what's the mountain region? What's Gaby (works with smart all by itself)? What's the significance of Jock?
