Two letter abbreviation for a boting system then anagram of american around last letter of club.

I just got 12ac. I think it is an anagram of American and three more letters I can't parse -pbr.
I may now have the theme but I can't think of any of the thematic answers.

As to the theme, I may be reading too much into but I suspect it has a bit more political intent and is not just a list of 13
downs. It puts 1 across in the context of those "he really reprsents" as Cyclops has it in the Eye this week (17 across).

I don't see 7d, 24a and 16d (decreasingly) in a political context.

I don't mean that any have particular political associations. Simply that they are members of a "class" that 1 across is part of.

Got home an hour ago and sped through the rest, though there are about eight I can't fully parse. I don't see a political context for the thematic answers either.

I still like Paul even though I struggled with this one to begin with. At least I learnt a new word for pastoral poem.

What am I missing from "Not Sweet" 20d ? Assuming the Setter is astronomical...
