It means "so upset or annoyed about what they understood"

I don't understand why, if ???? was so (exercised about what they perceived)UPSET ABOUT WHAT THEY UNDERSTOOD as a misuse of this site, they persisted in visiting this strand. It seems a trifle bizarre to me - or is that a market where they sell jelly, sponge cake, cream and chocolate crumbs?

My question was on the use of 'exercise' to mean 'upset' - definitions I've found using onelook.com don't seem to have that definition: noun: the activity of exerting your muscles in various ways to keep fit ("The doctor recommended regular exercise")
▸ noun: a task performed or problem solved in order to develop skill or understanding
▸ noun: systematic training by multiple repetitions
▸ noun: (usually plural) a ceremony that involves processions and speeches ("Academic exercises")
▸ noun: the act of using
▸ verb: do physical exercise
▸ verb: give a work-out to ("Some parents exercise their infants")
▸ verb: learn by repetition
▸ verb: put to use
▸ verb: carry out or practice; as of jobs and professions
