Think this might be one of the "10" as above .....grid entry is looking like topside??

31a Congested city backed in actual redevelopment of slums
possibly another of the 10 ... grid entry R??L possibly reel or real ?

I've not given word length in clue as I think these have to be modified ??

4 Yes, I've ended up with Topside, though I'd solved the clue before that. The clue answer is just a word for 'pledge', it involves a five-letter word for a an HQ and a two-letter abbreviation for something mentioned in the clue.

31. I've ended up with 'Real' - I think this is another thematic answer, but this one was longer than the entry.

I have answers for 2d and 38a but can't parse them either

I have the same thing with 2 D and 38 A. I'd be unable to justify them to anyone other than myself!

I can't see how the "10" would pair up cos my extra letters don't seem to make any real words? ( Are there 11 extra words?)

Answer to 2D is a 10 letter word, def 'forming a semi-solid mass.
