This is from the BBC website..
The quote is attributed to Charles II and George II, although Richard Inwards' volume, Weather Lore, perhaps wisely regards its originator as anonymous. George II would, I suppose, be the more likely of the two monarchs to have uttered the line - he did after all grow up in Germany where summers are generally warmer and sunnier than they are in the UK.

I have checked my "Oxford Dictionary of Quotations" but the quote is not shown under the entry for Charles ii nor is it under George ii.

" George....don't do that ! " is there :)

Charles had spent a lot of time in Paris before he was King, though.

All the references I've seen are of the "as XXXX is supposed to have said" type. I expect that anonymous is the best bet, as you say!

I'd appreciate help with 17D "By choice, cultivate leylandii in exit". *D*E*L*. I think the definition is "by choice" ? But how does the reset of the clue fit the obvious solution ?
