Still not convinced.
Scapa Flow is cockney slang and Scotland is a long way away from the sound of the Bow Bell.

I reckon the point is that Scapa Flow is a famous harbour in the Orkneys, where ships rade at anchor if they weren't being scuttled or sunk.

Sometimes I have to have it spelled out in words I can understand.
