I must be missing something obvious but the last one, 22A, completely eludes me:
Two locos - make sure the little one's going in the right place (5-5). I have -O-T-/T-A-N. Help!

A bit late, but the clue to "det" in 14a is more subtle than just a man's name. "man who talks" is a reference to the TED international series of 15 minute talks by experts on their specialist subject.

Incidentally, I note from the Readers' Editor's recent piece that the average entry is 2,500. So one should win on average once in about ten years. That makes me a long way behind schedule. Any past winners: what is your experience?
