Tate - philanthropist + S for singular = state - say?

I thought this was one of the easiest jumbo cryptics for some time and a lot of the clues were almost general knowledge.
There is just one clue that I cannot parse :
46 highly delighted having mended fences (4,2)
MADE UP(highly delighted)

Hi everyone. I agree with your answer, but did anyone think that the answer could have been share?

Although (David) Hare was a philanthropist, I don't see "share" as an accurate synonym for "say"

Thanks for replying. I'm obviously used to using the vernacular. I know plenty of people who like to "share".
You're right though it was easier this week. I don't normally have time to complete it until at least Thursday!
