I think the preamble is confusing. When it relates to resolving three clashes in 4 adjacent squares I think this means you have to do that first to get one of the alternatives. You then would interpret the quote and then change ot to the 3 letter variant.

The other quote is the one from the additional letters- it is not hidden in the grid,
