Where is the M situated?
I'm not totally convinced about the college, but it's the only one that fits, and the first 4 letters could mean "secured", with the last two suggesting where.

re 10a I am thinking that "On" (a committee for example) would be equal to "as a member of"

I have finished but am not happy with my answer for 4d.
I can see the 'little one' and 'soldiers' parts of the clue. but cannot understand the 'Docklands' part.
