On this week's theme of gardens I'm seeing Green Park for 12 down for no other reason than it's in London (capital) and fits. Any thoughts?

12d Capital 20 given 10% of capital.(5,4)

Agreed the first word is Green (Bradford's gives green as manure,, the clue for 20d.)
Can't get my head round 10% of capital. 10% is a part, therefore green part would make sense, but why 10%?

Why would 7d, Grampian retreat, n?u?, be noun?
