On this week's theme of gardens I'm seeing Green Park for 12 down for no other reason than it's in London (capital) and fits. Any thoughts?

Thought about Green Park but also thinking Green part
- green part of the city?

12d Capital 20 given 10% of capital.(5,4)

Agreed the first word is Green (Bradford's gives green as manure,, the clue for 20d.)
Can't get my head round 10% of capital. 10% is a part, therefore green part would make sense, but why 10%?

Is that anything to do with answer to 10ac? But still could be either.
Why would 7d, Grampian retreat, n?u?, be noun?

I have neuk not noun though always think of Fife in that context.

7D is neuk
NE (north east) UK is Grampian

I had 'nous' for 7 d - (as in 'chez nous' - a 'retreat' in some sense. But still flummoxed.
