To be honest I had TEEMER as one who delivers or brings forth since 27 down OSTI is a native German whilst OSTIAN would be an Italian.

Sorry, I still prefer seemer/seamer - with the 's' from Ossi. Ossi was/is someone from East Germany. Ossia means 'alternatively ' in Italian (I think!) and the clue says 'or Italian' (so 'or' = 'alternatively'). 'One's forgotten' could mean you drop the 'a', leaving 'ossi'.
