It would help if you could tell us whether the clues are across or down, as "up" might mean backwards in a down clue but is less likely to in an across clue.

The second one is APSE (a recess).

APE (take off) around S (start of summer)

An instrument raised capital for the locals (5).

PRAHA - the capital of the Czech Republic

A HARP backwards (assuming it's a down clue).
