Oops! How did I manage that? Message should have read....
"Pegden" was the family name of Wesley and Edie in "Last Of The Summer Wine". (Why do I know that????) Edie was played by (1.4).
Answer is also a musical term for some notes.

I think CONTENT is okay as in SUBSTANCE but also I'm happy with so to speak.

Not seeing ARREST yet

How about BIPED for 1A ?

Think CONTENT is correct for 23a. Chambers defines as substance and also methinks content/malcontent is something to do with votes in House of Lords? Just need the Derby exlanation or an alternative for ARREST now!

Okay - can you see what I did there?
Mis-spent youth with Chandler-esque novels.....
"Put the derbies on someone" was to handcuff them. (spot the link.....)
Derby handcuff was the one used by Peelers so Derby = handcuff = arrest.
