Why is: Canadian city? We hear pilots queue for it = QUEBEC ?

I don't have an alternative but I cant see how the clue works either.

I think it's because Queue (as heard = "Q"), and Q in the phonetic alphabet used by pilots) = Quebec.

Cheers. I hadn't made the Q(UEBEC) connection in the alphabet with letters for words. What's that alphabet called? You know the one with ROMEO, JULIET, INDIA etc in it??? Must have a proper name ...
