The other looks like some sort of "subtractive anagram" - i.e. an anagram of (forget what) with some letters removed. Can't quite see it, though.

I hadn't spotted the four "?"s and thought you were asking us to explain "penalty"! It's an anagram of (forget what again - I wish I could see the post while responding) with the final E of theatre included.
