You have too many letters in your anagram, jazzy - I, on the other hand, have too few!

So why "to" (or "ot")? - "out" or "carry out" must be the anagram indicator. Do you think it should have read "to carry out"?

Posts 1 and 4 referring to 20dn.
I have a word that means "at the centre" or nucleus but do not see any connection with "try to alter".
Have I got the wrong word, or can someone explain.

It's a word for "try" (in a legal sense) followed by the centre letter of another word in the clue - def. "nucleus"

Thanks ! Yes I do have the right word, But even taking it apart I could not see the legal meaning of the first four letters.
So obvious when these things are pointed out!

14d - the connection is structural!
13d I found the word from the crossers then had to Google it to see what it was - I had never heard of it.
15a is a double definition
