choosytoo,
that's all very well but you still need the word "a" in the clue for it to work.
i was thinking simply your Ma and Pa were lovers (at least once).
it has to be A Ma to replace the "i" in discus, not just Ma?

City event's one put out by a lover of pop?
DEFINITION = City
EVENT'S ONE PUT OUT = D i SCUS
BY A LOVER OF POP? = A MA (? = Larkin)
SOLUTION = D AMA SCUS
