Technically, not, FRANCIS, until it is declared "open". I think rambler's rules are that a previous solver must wait for that every time, unless a clue has become open, inwhcih case no wait is required for the next one etc. until he/she is successful again (is that correct, rambler?)

I think you can answer as being frozen out ceases once a clue is declared open. You declared your own clue "open" and then I answered.
