I suppose you could read it as anagram of roue + man, all reversed = nam + yer anagram backwards but that's clearly not what we want.
if we read the clue.... Debauchee hosts chap-it's all about charm. the key indicator is "it's all about. I don't think it means anagram because then the hosts bit means nothing. it means rou man e (all of it) is about (reversed).
it's just a little mistake by the setter.
