Why Salem particularly, I wonder? Etages is a French word, after all

Anyway, can someone please explain 19A - Dull and monotonous nonsense mostly about lazy fellow (7)

The only letters I am sure of are -U-B---
I thought it was going to be 'humdrum' from the definition, but that doesn't fit and anyway I can't see how it would solve

Salem probably refers to the American spelling of story, rather than storey.
