May I add, that as H is not an offical symbol for harbour it's a poor clue - unless I'm missing something.

definition at Dictionary.com shows:
h. or H. —abbreviation for. 1. harbour. 2. height. 3. hour. 4. husband.

I did not know about harbour until I just checked. Just learnt something new today ;)

martin is right, 3d (Cure,say,harbour fish, 4), answer "heel" is a rubbish clue.

the answer should be either a "cure" that sounds like a harbour fish or a harbour fish that sounds like a "cure. Heel is neither.
It looks obvious to me that the setter meant the answer to be heal but made a bit of a boo boo.
