Sorry- worked it as Spokesmen starting wish list with deeds
starting wish - w, list - heel (as in heel over), w (with) deeds- rights (as in rights to a property) - wheelwrights - spokesmen?

How do you get the WHEELW part? RIGHTS is obviously from 'deeds'. The biggest difficulty I'm facing is knowing when and what to substitute words for.

Trapped in basement, it led to being given the right (8)

I'm pretty sure it's ENTITLED, yet I can't see how the wordplay leads to that

Hidden in the clue 'basemENT...'
For the other one - wheel =spokes.

Another 24 7 clue...

24 7 drunk chocolate blend (6-3-5).

So it's an Olympic City that's an anagram of CHOCOLATE BLEND.......Wikipedia doesn't give me anything, so am I approaching this wrongly?
