Have got answer to 19d but can you exlain what gives the clue to it being an anagram please?

I thought it must be annoyed. But it doesn't show annoyed as anagram indicator in my Chambers Crossie!. So the short answer Bernie is I can't with any real certainty.

You would think that annoyed should be anagram indicator though and I think in this clue it has to be!

Ninian,
Anything that suggests movement, eg, dances, upsets, stirs, agitates indicates an anagram.
