I think it is Siege. Investment is an archaic word used in the military to denote a Siege. High fliers are speculative shares

Have just checked Chambers, where I read that 'investment' can mean a blockade(miltary), so that'd lead to 'siege'.

& siege is a collective noun for herons & bitterns (high fliers)
