Substitute N (for 'name') in sorority (woman's club) for R (fer republican). 23d. is ROUEN, which fits.

No Suki. Methinks YOU are quite right from the wording of the clue. SORORITY with N(ame) for R(epublican) = SONORITY = resonance. Well done.
