After I'd sussed (if I have) Wellington, I thought about Napoleon Bonaparte, but I couldn't get it from the letters. If the answers are all 2-lettered, doesn't it mean that the names must contain an even number of letters?

Theo said at least two names from 28 letters. He didn't say from the 14 pairs. Your way is prettier but is it the right way.....
