Isn't it LOWER ONES GUARD because it's an anagram?

Hi Starman.

PENTADS could be PEN (compose) + TADS (small bits). It has a similar meaning to QUINTETS.

23. Capacity one has to limit rise of Rome (10)

CAPITOLINE - one of the seven hills of Rome

rise of Rome - DEFINITION

Capacity one has to limit
Someones going to have to help me out. Could be a double definition (Capitol Hill - Congress - Limit power of President) can't really see any indicators etc.

Jake

You could be right if LINE is taken in the context of a challenge to an opponent to "step over the line" to answer a challenge?
