Isn't it LOWER ONES GUARD because it's an anagram?

How did you arrive at Pentads, Simon?

PENTADS could be PEN (compose) + TADS (small bits). It has a similar meaning to QUINTETS.

Someones going to have to help me out. Could be a double definition (Capitol Hill - Congress - Limit power of President) can't really see any indicators etc.
