I like that answer,is it a sailing term? I know if a ship is caught "in stays" it could be in trouble.

I like REFUSE STAYS, too - perhaps as in, the king refused stay of execution (he didn't change his mind/direction)?

a legal term,but usually in connexion with the
Home Office rather than the King!
