How do you work out Moose Jaw, even tho it is right?

Am stuck on last 2. 25 and 27 across.
I think 25 might be Wiener = Vienna - capital, although a bit obscure RENE (girls name) I (one) W(est)? But travel west could be, RENE I reversed so where does against come in to it?
As for 27 I have -n-r-y ????

23d is rank to fit with Vienna and anorak
v = against + i + anne reversed
