The Oxford Dictionary of Quotations attributes the quotation to Mordaunt. It is his only entry, and can be located in the key words at the back by looking up the adjective in 23 across. I haven't looked at the printed version yet, but some confusion seems to have arisen because the 2 words in 22ac are used in another clue/solution.
