Afternoon all.

Syringe found in sewer = needle
Suitable time for special event = occasion

The 'simple' clues are obvious, I just can't work out the cryotic angle to either of 'em...

I think you're looking too hard for a cryptic explanation.
A needle can be a syringe, or used to sew.
An occasion can be either of the meanings given.
