Could the answer be OBOTE,as in Milton Obote?
O as in old BOTE is an archaic legal instrument.

Thanks for that, it seems you both had the correct answer with different routes in arriving there. I had used the same logic as you, Topsy, to end up with obote but could not find any confirmation that this was, in fact, a genuine word being unaware of the existence of said Milton Obote.
